Action plan for sustainable energy and climate

First meeting of the Local Monitoring Council

The first meeting of the Local Council for Monitoring the Action Plan for Sustainable Energy and Climate took place.

The Municipality of Matosinhos, it is recalled, joined, on October 15, 2015, the World Covenant of Mayors for Climate and Energy.

Accelerating the decarbonization of their territories, strengthening their capacity to adapt to the inevitable impacts of climate change and allowing citizens to have access to safe, sustainable and affordable energy are some of the basic premises of this agreement that already brings together more than 10 thousand signatories around the world.

Cities that have joined the pact commit to supporting the implementation of the 40% greenhouse gas reduction target by 2030 and to adopting a joint approach to mitigating and adapting to climate change.

In this sense, the Municipality of Matosinhos approved, in 2018, the Municipal Strategy for Adaptation to Climate Change (EMAAC), which identified, characterized and prioritized a set of adaptation options and, in 2021, the Action Plan for Energy Sustainability and Climate (PAESC) which defines the main actions to be implemented, which include a Reference Inventory of Emissions, an Assessment of Risks and Vulnerabilities to Climate Change and a Monitoring Plan for Mitigation Actions. This ambitious political commitment marks the beginning of a long-term process whereby cities commit to reporting on progress in implementing their plans every two years.

Developed in collaboration with the Porto Energy Agency, the document presents 22 mitigation measures and 62 measures to adapt to climate change, including the strengthening of energy efficiency, greater use of renewable energy sources, the preservation of the coastline , or creation of the strategic plan for water supply and drainage.

The main objective is to limit global warming to 1.5º C and increase the resilience of the territory.

In Matosinhos, some practical examples of actions on the ground are investments in the requalification of the banks of the water lines of the Leça River, within the scope of the “Corredor Verde do Leça” project with 7 km of bike path and pedestrian paths, the “ClimACT” Project. , which works on the transition to a low-carbon economy in schools, and the “Atelier” project, an initiative to encourage a low-carbon economy.

The meeting of the Local Council for Monitoring the Action Plan for Sustainable Energy and Climate was attended by the Mayor, Luísa Salgueiro, President of the Municipal Assembly, Palmira Macedo, the Councilor for the Environment, Manuela Álvares, the Councilor for Education, António Correia Pinto, members of the Municipal Assembly, Municipal Youth Council, presidents of parish unions, fire brigades, representatives of institutions such as the Captaincy of Porto de Leixões, APDL- Administration of the Ports of Douro, Leixões and Viana do Castelo, Docapesca, Regional Administration de Saúde do Norte, Metro do Porto, STCP, Lipor, Indaqua, Rede Ambiente, Ascendi, CEiiA, UPTEC Mar, CIIMAR, Porto Business School, ANTROP- National Association of Heavy Passenger Road Transport, ANTRAM- National Association of Public Road Transport of Merchandise, APHORT- Portuguese Association of Hospitality, Restaurants and Tourism, among others.

Luísa Salgueiro recalled the investments made in this area, such as free access for students to public transport, the renewal of rolling stock by transport operators, the reactivation of the expansion of the metro network, the preservation of agricultural areas ensured by the revision of the PDM, in 2019, the Laboratory for the Decarbonization of Matosinhos - Zero Carbon in partnership with CEiiA, the Leça Green Corridor.

For the Mayor, “this is the path we must follow: continue to democratize access to public transport, bet on a new public model of comprehensive mobility management, adapt the road network to smooth mobility, reduce the environmental impact on the sector of transport, improve circular economy indicators and expand the presence of green corridors and tree parks among the population”.
