Delegation of Competencies Contracts

More than 2 million euros for the four parish unions in the county


The Inter-administrative contracts for Delegation of Competencies with the uniões de freguesia, which provide for the transfer, already this year, of more than 2 million euros for the four uniões de freguesia existing in the municipality were signed this morning, September 7, in the hall of mirrors of MuMMa- Museu da Memória de Matosinhos.

Luísa Salgueiro, Mayor of Matosinhos, and Pedro Gonçalves, Paulo Carvalho, Lurdes Queirós, and Leonardo Fernandes, presidents of the Uniões das Freguesias de Custóias, Leça do Balio e Guifões, Matosinhos e Leça da Palmeira, Perafita, Lavra e Santa Cruz do Bispo, and São Mamede de Infesta e Senhora da Hora, respectively, formalized the procedure that will allow the transfer of funds to the uniões de freguesia.

The ceremony was attended by the Vice-Mayor of Matosinhos, Carlos Mouta, as well as the city councilors, Manuela Álvares, Marta Pontes and Vasco Pinho.

The contract signed today awarded Custóias, Leça do Balio and Guifões the amount of 891,185.27, Matosinhos and Leça da Palmeira, 345,656.79, Perafita, Lavra and Santa Cruz do Bispo, 578,169.07, and São Mamede de Infesta and Senhora, 247,091.54.

The funds are intended for the repair of streets and sidewalks, maintenance of playgrounds, management and maintenance of green spaces, cleaning of roads and public spaces, minor repairs in pre-school establishments, 1st, 2nd and 3rd cycles of basic education, among other powers delegated.

The ceremony also included the signing of financial support protocols under the #Value + the Parishes Program that the municipality wants to promote in partnership with the four parish unions in order to carry out a work aimed at cultural, recreational and social dynamization, fostering civic participation of the community.

It is especially important for the Municipality to respond to the population, inserting a strong cultural and solidarity component in the animation and support programs for the population, in the digitalization of services provided by the Uniões de Freguesia and in sports, promoting, in this way, a fairer and more cohesive society.

The protocols signed in the scope of this program represent a total investment of 161 thousand euros, which will be transferred to the parish unions.

The program, based on five axes: #Valuing + Public Space; #Valuing + Sports; #Valuing + Culture; #Valuing + Digital; #Valuing + Administrative Resources, aims to promote territorial cohesion and improve the quality of services provided to the population.

Pedro Gonçalves spoke on behalf of the Parish Unions of the Council. The president of the Parish Councils of Custóias, Leça do Balio and Guifões highlighted the importance of closer ties and cooperation between the municipality and councils, according to him, a never ending process, since the challenges and opportunities of the future, always require adaptations, adjustment of funds and activities. "It is always a very positive day when we move forward in the commitment towards common goals to better serve the community", he concluded.

Carlos Mouta highlighted the active and dynamic process of negotiation between the local authority and the councils, where there is not always an agreement, but where the end is always the greater good of the population. The vice-president of the municipality emphasized the smaller structure, more agile and closer to the citizens of the parish councils, a precious and fundamental relationship in the necessary interventions in the community.

Finally, Luísa Salgueiro, referred to the significance of these acts. "It is not by chance that we formalize in this institutional way these acts that, despite being simple, have a very wide meaning."

The mayor pointed out that this delegation of competencies in the Uniões de Freguesia follows the decentralization line that is being carried out by the government in relation to the Municipal Councils. "Here in Matosinhos, we assume the commitment to reciprocally try to consolidate this decentralization of competencies that, I believe, can only benefit the populations, in a strategy of integrated approach that allows us to evolve in favor of the communities", she concluded".
